Small Wind Ordinance:
This ordinance amends the Title 21 (non-coastal zoning ordinance) of the Monterey County Code to add Chapter 21.64 (Small-Scale Wind Energy Conversion Systems) to establish regulations for the approval of small-scale wind energy conversion systems in selected areas of unincorporated Monterey County. The new chapter would apply to small-scale wind energy conversion systems that produce 50 kilowatts per customer site or less and that stand no higher than 80 to 100 feet tall (depending on the size of the parcel). Water Efficient Landscape Ordinance:
This ordinance amends Title 21 (non-coastal zoning ordinance) of the Monterey County Code to add Section 21.66.070 (Landscape Design) to provide landscape standards that minimize water use, eliminate water waste, and maximize energy efficiency by requiring low water landscape plantings, irrigation methods, and low energy lighting and ornamental landscape features. Solar Ordinance:
This ordinance amends Title 21 (non-coastal zoning ordinance) of the Monterey County Code to add a new section, as yet unnumbered (Solar Energy Conversions Systems) to provide streamlined permit processes for solar energy conversion systems. The ordinance will address small and large systems.

This program is sponsored by the California Statewide Communities Development Authority (CSCDA) and administered by Renewable Funding. It allows county homeowners to finance energy efficiency improvements that are permanently attached to the property such as solar panels, small wind turbines, HVAC systems, drip irrigation, and other improvements with no down payment.
