Mission

"THE MISSION OF THE OFFICE OF EMERGENCY SERVICES IS TO DEVELOP AND MAINTAIN A STATE OF READINESS IN PREPARATION FOR THE POTENTIAL OCCURRENCE OF ANY NATURAL, TECHNOLOGICAL, OR HUMAN CONFLICT RELATED EMERGENCY THAT COULD ADVERSELY IMPACT ANY SEGMENT OF MONTEREY COUNTY."

"THE MONTEREY COUNTY OFFICE OF EMERGENCY SERVICES IS COMMITTED TO ESTABLISHING AND MAINTAINING A RESPONSIVE EMERGENCY MANAGEMENT ORGANIZATION THAT IS BASED ON THE PRINCIPLES OF TEAMWORK, COOPERATION, MUTUAL RESPECT, AND A KEEN AWARENESS OF THE NEEDS OF OUR COM­MUNITY, ITS CITIZENS, AND ITS JURISDICTIONS."

Responsibilities

THE OFFICE OF EMERGENCY SERVICES, A SECTION OF THE COUNTY ADMINISTRATIVE OFFICE, IS RESPONSIBLE FOR INITIATING AND COORDINATING DISASTER AND EMERGENCY PREPARATION, RESPONSE, RECOVERY AND MITIGATION OPERATIONS WITHIN THE COUNTY.  TO ACCOMPLISH THIS TASK, THE OFFICE DEVELOPS AND MAINTAINS A WIDE VARIETY OF EMERGENCY PLANS, INCLUDING INCIDENT RESPONSE PLANS SPECIFIC TO CERTAIN INCIDENTS, AND COORDINATED EMERGENCY RESPONSE PLANS, SPECIFIC TO CERTAIN GEOGRAPHIC THREAT AREAS.  OES IS THE LEAD AGENCY OF THE MONTEREY COUNTY OPERATIONAL AREA, AN ORGANIZATION COMPOSED OF MOST JURISDICTIONS WITHIN THE COUNTY.  OES OPERATES THE MONTEREY COUNTY OPERATIONAL AREA EMERGENCY OPERATIONS CENTER (EOC), WHICH IS ACTIVATED DURING EMERGENCY CONDITIONS.

Organization

The Office of Emergency Services is an agency of the County Administrative Office. It has a full time staff of four County employees and a volunteer emergency communications coordinator.  During emergency situations, when the Monterey County Operational Area Emergency Operations Center is activated, the Center employs an ad hoc staff comprised of up to 90 personnel from various county agencies, emergency response organizations, utilities and volunteer relief organizations from throughout the county. It works in concert with other State and local governments and federal agencies to provide coordinated and effective relief during emergency situations.
