08-24-99 Adopted Ordinance 4036 adding Section 1 Chapter 2.65 creating the Monterey County In- Home supportive Services Public Authority;

06-24-03 Ordinance No. 4191 repealed Section 1 Chapter 2.65 in its entirety and added Section 2 Chapter 2.65

Membership: Eleven members appointed by the Board of Supervisors, however, no fewer than 50% of the members of the advisory committee shall be individuals who are current or past users of personal assistance services paid for through public or private funds or recipients of services under Article 7 of Part 3 of Division 9 of the Welfare & Institutions Code and at least two members shall be a current or former providers of in-home supportive services.

1) Each member of the Board of Supervisors (5 districts) shall nominate (1) consumer for appointment by the Board.

2) One Consumer At-Large over the age of 18

3) Two workers who provide personal assistance services to consumers.

4) One Commissioner from the Monterey County Commission on Disabilities, (recommended to the Board by the Commission)

5)One Council Member from the Monterey County Area Agency on Aging Advisory council (recommend to the board by the Council)

6) One staff member of the Central Coast Center for independent living (CCCIL) (recommended to the Board by the CCCIL)

Terms of Office: Shall be for three years. A member may not serve more than a total of six consecutive years on this advisory committee.

Duties and Responsibilities: The purpose of this public authority is to provide for the delivery of the In- Home Supportive Services Program (IHSS) as specified in the Monterey County Code, Chapter 2.65, subject to all applicable federal and state laws and regulations, and to the limitations set forth in this ordinance.

Qualifications: Qualified applicants must reside in Monterey County and have familiarity with, or knowledge of, personal assistance services; the capacity to understand their role to aid and assist the advisory committee in the administration of its duties; and the ability to attend regularly scheduled meetings which shall occur only in facilities which meet disability access requirements.
