  • Communications – There will be effective communications between departments and ITD to keep all parties involved and informed.
  • Accountability – Create an environment that encourages accountability through service level agreements, performance measures and individual responsibility.
  • Technology – Implement contemporary, but proven technologies that maximize future options by emphasizing open standards. Applications should use Commercial off- the-shelf software and should be web-based, wireless-ready and GIS-enabled, where appropriate and applicable.
  • Efficiency – Decisions regarding funding for technology initiatives should be based on the review and assessment of a comprehensive business case that takes into account both the tangible and intangible costs and benefits of the project.
  • Strategic Investments – IT assets, systems, skills and support operations will be viewed as strategic investments that are critical in attaining department and County business objectives.
