HAZARDOUS MATERIALS MANAGEMENT SERVICES Underground Storage Tank Program Leaking underground storage tanks pose a serious threat to our groundwater resources. In Monterey County, and in much of the nation, groundwater is the main source of drinking water. In the 1980's, to address this threat to our groundwater resources, State and Federal laws were passed to regulate the installation, removal and monitoring of underground storage tanks. Recent discoveries of MTBE (Methyl Tertiary Butyl Ether) in drinking water wells located in Southern California have underscored the importance of these programs to protect our groundwater resources. In Monterey County, the Monterey County Environmental Health Division, which is the local CUPA (Certified Unified Program Agency) administers these state and federal underground storage tank laws and regulations. Facilities which have underground storage tanks (USTs) containing hazardous materials are required to register them with the Monterey County Environmental Health Division and to monitor them for leaks. New USTs must be installed under permit from the Monterey County Environmental Health Division.
