County Fleet Manager


Thomas Abear of the Public Works Department, Fleet Management Division, is the County Fleet Manager. He oversees maintenance management activities that promote safe and serviceable transportation. He provides direction on programs including vehicle replacement, disposition, remarketing, life cycle, acquisition and selection, vehicle specifications, utilization, identification and markings, registration and plating, alternative fuel stewardship and compliance, pool and loaner fleet, service bulletins and recalls, budget and cost control, fleet staffing, vehicle home retention, parts utilization, technician training and certification, safety compliance, and environmental stewardship. He manages six County fuel stations and the Voyager Fuel Card program. He administers the County shuttle program ensuring the safe transportation of employees and jurors. Thomas serves on the County Emergency Operations Center as the Transportation Manager.  Thomas has a Master of Science degree in Business and Organizational Leadership and is a 25-year member of the Society of Automotive Engineers.  He is also a member of the National Association of Fleet Administrators and is pursuing national certification.
