Management Specialist/Senior Civil Engineer
Arturo A. Adlawan is a Management Specialist/Senior Civil Engineer for the Department of Public Works and is responsible for project management in the Road and Bridge Design Engineering Section. His responsibilities include roadway and bridge design including geometric alignment, super-elevation, drainage analysis, structural analysis, traffic signal at intersecting streets, construction materials evaluation, specifications and other engineering applications as necessary. The Design Section works with the Construction, Traffic, Transportation and Development Sections in the preparation of plans and specifications. Mr. Adlawan has been with the Monterey County Department of Public Works since November 2005 as a Management Specialist/Senior Civil Engineer.
Prior to joining Monterey County, Mr. Adlawan was the Senior Civil Engineer for the City of Salinas until his retirement in June 2004. Mr. Adlawan brings to the County 31 years of experience in planning and implementing various capital improvement projects such as: street design, traffic signal, Storm Water Master Plan and storm drain improvements; parks and recreation facilities and building renovations; Airport Runway and T-Hangars; NPDES permit program; ADA transition plan and implementation; Subdivision Ordinance Update; City Sanitary Sewer Rehabilitation and Replacement; major subdivision Development Review and Engineer’s Report; Project Manager of the City’s Monterey Street Parking Garage; Project Manager for completion of the 2004 City of Salinas Standard Specifications, Design Standards and Standard Plans. Mr. Adlawan was selected the City of Salinas' 2003 AMPS Management Employee of the Year.
Mr. Adlawan is registered in California as a Professional Civil Engineer. He has a Bachelor of Science degree in Civil Engineering from Mapua Institute of Technology at Manila, Philippines. He is a member of the American Society of Civil Engineers and a lifetime member of the American Public Works Association.
