Lorna Taluban
RMA Administrative Services Director


Lorna J. Taluban is the RMA Administrative Services Director for the Resource Management Agency. Lorna is responsible for the areas of staffing and labor relations, compensation and benefits, training and development, health and safety, professional service agreement contract administration, and information technology.

Lorna has been in the field of human resources for twenty-six years and has had experience working in the private, semi-public and public sector. She has been a senior manager in the areas of recruitment, selection, classification, compensation and organizational review. She has experience in employee relations, contract negotiations, and training and development. In addition, she was the lead investigator for the Monterey County Equal Opportunity Office where she was responsible for investigating, resolving and mediating complex and controversial charges of discrimination and harassment.

Lorna has a Bachelor’ degree from CSU, San Jose, and has taken graduate level course work in the field of Human Resources from Chapman University, and is certified in Basic Conflict Mediation from the Northern California Mediation Center.
