Nola Coastal Administrative Permit and Design Approval Application (File No. 970598) for a first and second story addition to an existing 1-story single family dwelling and an addition to an existing 1-story studio, on property fronting on and northerly of Sunridge Drive, at 4055 Sunridge Drive (Assessor's Parcel No. 008-182-006-000), Del Monte Forest Area, Coastal Zone. (Appeals filed by Wilma B. Hayman and Roderick L. and Suzanne M. Dewar) Staff Recommendation: Approval.
BOARD ACTION: Upon motion of Supervisor Potter, seconded by Supervisor Johnsen, and unanimously carried, the Board denied the appeals from Wilma B. Hayman and Roderick L. and Suzanne M. Dewar, and adopted Resolution No. 99-049, thereby approving the Coastal Administrative Permit and Design Approval Application for Grace A. Nola.

3150.000 S-8 Held public hearing to consider adoption of the Negative Declaration and a Combined Development Permit (980276) consisting of a resolution of intent to amend the Carmel Area Land Use Plan and Coastal Implementation Plan to allow specified development within environmentally sensitive wetlands and riparian areas; Coastal Development Permit to construct a second right turn lane onto northbound Highway One by widening Highway One and Carmel Valley Road; a request for a waiver of the policy prohibiting development on slopes in excess of 30%; grading; and tree removal (3); on property located northeasterly of the corner of Highway One and Carmel Valley Road in the Carmel Area of the Coastal Zone and Carmel Valley. Staff Recommendation: Adopt the Negative Declaration, Adopt a Resolution of Intent to Amend the Carmel Area Land Use Plan and Monterey County Coastal Implementation Plan, and Approve the Combined Development Permit.
BOARD ACTION: Upon motion of Supervisor Potter, seconded by Supervisor Calcagno, and carried with Supervisor Johnsen voting "No," the Board adopted Resolution No.
99-050, adopting the Negative Declaration and adopting a Resolution of Intention to amend the Carmel Area Land Use Plan and the Monterey County Coastal Implementation Plan to add language to allow development within environmentally sensitive wetlands and riparian areas in order to construct a second right turn lane onto northbound Highway One; and Resolution No. 99-051, approving the Combined Development Permit consisting of Coastal Development Permits for Caltrans to construct a second right turn lane onto northbound Highway One.

0601.100 7. Denied Beacon House's application to become a first offender drinking driver provider for the Monterey Peninsula.
BOARD ACTION: Upon motion of Supervisor Johnsen, seconded by Supervisor Salinas, and carried by those members present with Supervisor Potter absent, the Board concurred with the Staff's recommendation, and denied the application.
0125.000 8. Agreement No. A-07820: approved FY 1998-99 Behavioral Health Services Contract with Interim, Inc. in the amount of $2,561,511 for residential case management, supported employment and supported educational services to psychiatrically disabled adults.

Agreement No. A-05728: approved amendment extending Agreement with San Luis Ambulance Service, Inc., for the period January 1, 1999 through December 31, 2000, in an amount not to exceed $41,200 for Calendar Year 1999 and $42,436 for Calendar Year 2000 to continue paramedic-level emergency ambulance services in the southern area of the County.
