I. Call to Order
The meeting was called to order by the Chair at 1:00 P.M.

II. Approval of January 10, 2013 Minutes:
The minutes of January 10, 2013 were unanimously approved. (Stewart/Ortiz)
III. A. CAC Chairman Activity Report:
Jack Stewart stated that all involved have a better understanding of the actual amount needed for the Endowment to commence with the first phase.
B. CAC Chairman Conducts 2013 Elections for Chair & Vice Chair:
James Bogan was nominated to serve as Chair (Williams/Nye). Sid Williams was nominated to serve as Vice Chair (Nye/Sirtak). Approved unanimously.
IV. Public Comments (Limited to 3 minutes each):
Mr. Bob Schaffer expressed the concern that language originally proposed concerning C.I.P.s (Capital Improvement Projects) should remain in place rather than be replaced with new language.
V. Update on pertinent Federal legislative activities:
Sonja Arndt, representing Congressman Sam Farr, reported there is no backlog of burial claims at the State at this time. She indicated the claims backlog at the Oakland Regional Office is being addressed on a number of levels. She further reported that VA has commenced utilizing a new automated claims processing system which will hopefully expedite the claims adjudication process. Additional information to be presented at a later date.
VI. Update on pending State Senate Legislation:
Nicole Charles, representing State Senator Bill Monning, stated CDVA has had major staff changes recently, and all are working toward a transfer of the Cemetery Parcel to the State.
VII. Update on State Assembly Legislation:
Erica Parker, representing
Assemblymember Mark Stone, noted that his staff met with the staffs of
Congressman Farr and State Senator Bill Monning, to inform all staff members of
matters that pertain to the
VIII. Update on Endowment Parcel/Seaside Matters:
Tim O’Halloran reported the draft EIR is now expected to be released this summer.
IX. Update from FORA:
Jonathan Garcia distributed and summarized the FORA Board agenda for the February 15, 2013 meeting. The Steering Committee reviewed revised cost estimates for the initial planning phase for the Cemetery.
Janet Parks reported work is ongoing to transfer the cemetery parcel to the State, and that the Foundation is actively seeking new Board members and considering future fundraising.
XI. Update: Fundraising Liaison Subcommittee:
Edith Johnsen reported November 9 has been chosen as the date for the Heroes Open golf tournament this year.
Sid Williams reported a letter is being drafted for corporate sponsorship of the event, and that the Committee is requesting outside assistance in securing donated items for the silent auction.
