I.          Call to Order

Meeting called to order by Chair at 1:00 PM.

Pledge of Allegiance.


Roll Call:

Present  - James Bogan (Chair, United Veterans Council),  Ralph Villar (District 1), Frank Aguillon (District 2), Leonard Ortiz (District 3), Ralph Sirtak (District 4), Bill Nye (District 5).


Ex officio – Stephen Jorgensen (CDVA),  Tim O’Halloran (City of Seaside), Edith Johnsen (Veterans’ Families), Janet Parks (Central Coast Veterans Cemetery Foundation), Tom Mancini (Ft. Ord Reuse Authority),  Julian Chacon (Representing Congressman Sam Farr), Thomas Griffin (Secretary, Monterey County VSO), Michael McFadden (Recorder, VSO Staff).  


­Absent – Jack Stewart (Vice Chair, United Veterans Council), Hans Poschman (Representing 15th Senate District, Senator Sam Blakeslee), Nicole Charles (Representing Assemblyman Monning).


II.                  Approval of January 12, 2012  Minutes:  On Motion by Mr. Nye, seconded by Mr. Ortiz, the minutes were unanimously approved.


III.                CAC Chairman Activity Report:  James Bogan

       Announcement: November 10 will be date of Golf Tournament this year (2012).


IV.                Public Comments  (Limited to 3 minutes each):  None.


V.                  Update on pertinent Federal legislative activities:  Julian Chacon.  VA  Budget passed by Congress.  Public Law 112-74 and  House Resolution 2055 were passed.  Both were introduced by Sam Farr, and addressed the under serving of cemetery services to rural areas.


VI.                Update on pending state legislation:  Nicole Charles absent.           


VII.              Update on Endowment Parcel (EP) Matters:  Tim O’Halloran (City of Seaside).  Seaside City Council on February 16, 2012 meeting will address EIR issues.

VIII.            FORA Update: Jonathan Garcia absent.

IX.                Report from Central Coast Veterans Cemetery Foundation:  Janet Parks / Candace Ingram.  Janet Parks attended a meeting of the Fort Ord Alumni Association.  They are interested in building a museum near the future Veterans Cemetery.  Fundraising for the Cemetery is ongoing.

X.                  Update from Fundraising Liaison Subcommittee:  Edith Johnsen:   The United Veterans Council will be taking over the annual Golf Tournament.  There will be a FORA meeting at 2:00 P.M. on February 10, 2012, before the regular meeting at 3:00 P.M.  The meeting will be open to the public, and will review all of the current FORA projects.

XI.                Additional Items:  1. Ralph Villar encouraged all present to begin fundraising, lining up sponsorships, etc., now, for the Golf Tournament in November.  2. Tom Mancini read Assemblyman Monning’s bill AB 1614, Ralph Villar read the accompanying press release and made further comments.

XII.              Adjournment:  Meeting adjourned at 1:37 P.M.  Next meeting is March 8, 2012.
