I. Call to Order
The meeting called to order by the Chair at 1:00 PM.
The Pledge of Allegiance was led by Mr. Stewart.
Roll call was conducted by Mr. Griffin who announced a quorum was present.
Present – James Bogan (Chair), Ralph Villar (District 1), Leonardo Ortiz (District 3), Ralph Sirtak (District 4), Bill Nye (District 5), Jack Stewart (United Veterans Council).
Ex officio –Leslie Llantero for Tim O’Halloran (City
of Seaside), Edith Johnsen (Veterans’
Families), Janet Parks and Candace Ingram (Central Coast Veterans
II. Approval of May 10, 2012 & July 12, 2012 Minutes: On a motion by Mr. Nye, and seconded by Mr. Stewart, the minutes from the May 10, 2012, and the July 12, 2012 meetings were unanimously approved.
III. CAC Chairman Activity Report: Mr. Bogan presented Julian Chacon with a certificate of appreciation from CAC. Mr. Griffin presented Mr. Chacon with a certificate of appreciation and a shirt for his participation in the Monterey County Stand-Down. This is Mr. Chacon’s last CAC meeting.
Mr. Bogan attended
activities with Senator Barbara Boxer and Congressman Sam Farr in support of
veterans. Mr. Stewart attended
Seaside City Council meeting and reports that the Council continues to be
supportive of the
Public Comments (Limited to 3
minutes each): Beth with Monterey
Downs invited all of CAC to attend the James Bogan
Veteran of the Year luncheon on Thursday,
September 6, at 11:30 A.M., at the Monterey Elks Lodge.
She asked those planning on attending to RSVP at # 883-1400.
Update on pertinent Federal legislative activities:
Mr. Chacon reported that Under Secretary
Muro of Memorial Affairs for the V.A. received 146 letters from Monterey County
residents stating that its veterans are not being adequately served by the San
Joaquin Veterans Cemetery. He has
responded that the V.A. considers
Mr. Chacon stated that his replacement or an alternate staff member will
represent Congressman Farr’s office at the CAC meeting in September.
VI. Update on pending state legislation: Noel White reported that AB 1614 has not yet been given a hearing date, but must be voted on by the end of this month. A vote is expected on AB 1842 on the State Senate floor next week.
VII. Update on Endowment Parcel (EP) Matters: Leslie Llantero (for Tim O’Halloran) reported that the Seaside City Council was provided an update on the Endowment Parcel. The expected public release date for the EIR is December, 2012.
VIII. FORA Update: Mr. Jonathan Garcia distributed copies of the FORA Board Meeting agenda for this Friday, August 10, 2012, and verbally reviewed its main items.
Update from Fundraising Liaison Subcommittee: Ms. Johnsen
reported that the Fundraising Subcommittee met on July 13, and will meet again
on Monday, August 13, 2:30 P.M., at the Carpenters Hall in
