Monterey County has over 14,000 registered commercial weighing and measuring devices.  Inspectors verify that each device is approved for its intended use and test it for accuracy.  State law and Monterey County Ordinance require that businesses register these devices and pay an annual fee.

Scale Selection - Two general requirements: 1- the device must be legal for trade, which means it has undergone the type evaluation process and has either an active National Type Evaluation Program (NTEP)  certificate of conformance, or an active California Type Evaluation Program (CTEP) certificate of approval; and 2- the device must be suitable for your business’s needs.  

Monterey County follows the recommendation of the CDFA’s Division of Measurement Standards (DMS), therefore, Class II scales should be used when weighing cannabis up to 1,300 pounds.  To assist in selecting an appropriate scale, DMS has composed a scale selection guideline and compiled a short list of active  Class II scales.  

Class II scales are expensive devices.  If you plan on purchasing your scale online and not from a Registered Service Agency (RSA), we urge you to contact our office so we may verify it meets both requirements before you spend money on a device you will not be able to register or get certified by our department.  

Device Registration – Your business must have a valid Weighmaster license and valid license from the appropriate State Cannabis Licensing Authority (Bureau of Cannabis Control, CA Department of Public Health, Cal Cannabis) that requires the Weighmaster license.  Ideally, your device(s) should be registered and certified before you start using it commercially.  To register your device(s) you must submit a device registration application.  Once received, it will be reviewed by an inspector who will contact you to schedule an onsite inspection. Device(s) must be set up as per manufacturer's specifications prior to the arrival of the inspector.  

The Agricultural Commissioner’s Office is open from 8:00 am to 5:00 pm, Monday to Friday. However, Weights and Measures Inspectors are out in the field conducting inspections for most of the day. Despite this, we are still available to assist you. Weights & Measures regular office hours are 8:00am to 9:00am and 4:00pm to 5:00pm, Monday through Friday. Devices that are submitted to our office for certification must be dropped off or picked up during our regular office hours, unless otherwise scheduled with an inspector.
