 Effect on Cannabis operations

The Monterey County Health Department, Environmental Health Bureau (MCHD, EHB) oversees cannabis businesses throughout Monterey County for both unincorporated areas and within city jurisdictions.

Our primary focus is to protect the public's health, and the environment through education while addressing regulations and permitting the following services: Consumer Health Protection, Drinking Water, Environmental Health Review, Hazardous Materials, Recycling and Resources Recovery, Solid Waste Management, and Animal Services.

Examples of facilities that may require Health permits:

  • Cultivation or Nursery Sites
  • Dispensaries
  • Manufacturing Facilities
  • Testing Facilities
  • Transportation and Distribution Operations

Prior to any city or municipality issuing a cannabis facility a permit to operate, the Environmental Health Bureau (EHB) must review the proposed operation to determine if a health permit(s) is needed. The applicant must obtain a health permit(s) prior to commencement of operation.

To obtain a Request for Service and/or a Health Permit, Submit the following to EHB
  1. Completethe Request for Service Application form
  2. Payment for 4 hours of staff time to review the application (currently $162/hour), made payable to the Monterey County Health Department
  3. Comprehensive project description with scope of operations
  4. Completed Hazardous Materials Questionnaire
    • If the answer is ‘YES’ to any of these questions, provide a list of hazardous materials/wastes with their corresponding quantities
    • Register with CERS and complete a Facility site plan and storage map
  5. Descriptive plan for solid waste management (trash service, cannabis waste disposal, hazardous waste disposal), including composting activities, if applicable (Download Here)

Within approximately 10 business days, the EHB will contact the applicant to:

  1. Request additional information, or
  2. Provide a list of required Health permits, or
  3. Provide documentation that no Health permits are required
