The Cannabis Management Services (CMS) program under Monterey County Environmental Health is the lead agency in Monterey County in regulating commercial cannabis licenses in both incorporated and un-incorporated Monterey County. The CMS program is responsible for permitting and inspecting all cannabis manufacturing.

For this reason, an Environmental Health permit may be required to operate within Monterey County. A Request for Service Application form must be submitted to begin the permitting process.

Some of the process that may require a Health Permit through CMS are:

  • Hazardous materials usage during manufacturing (PE C002)
  • Hazardous waste produced during manufacturing (PE C002)
  • Cannabis waste produced (leaves and stems, defective product, used soil)
  • Composting (PE C003)
  • Onsite Wastewater Treatment System (OWTS) (septic systems)
  • Drinking Water Protection Service (wells, potable water system permit, reverse osmosis treatment, nitrate treatment) (PE C004)
  • Consumer Protection (food handling, employee handwashing, edibles, wax manufacturing, flower packaging) (PE C001)
