COVID19 - Impacts to EHRS Services  The Monterey County Health Department, Environmental Health Bureau, is currently operating with limited in-office staff to reduce risk of COVID-19 transfer to and among its workforce. During this time, responses to phone messages, email and OWTS inspection requests may be delayed.  In addition to submitting the online form below, please attempt to contact an Environmental Health Specialist by calling (831) 755-4505 to coordinate timing of the proposed installation with our team and to discuss the extent of inspection activities.  


As a Bureau, we will prioritize matters that may impact the health and safety of our communities, such as an overflowing or failing onsite wastewater treatment (septic) system.  Please contact our main line at (831) 755-4505 to report an urgent matter that requires immediate attention.

OWTS (septic system) installers are required to inform the Environmental Health Bureau 24 hours before beginning installation of a septic system. OWTS installers must have a copy of the permit available at all times during construction of the system.

Failure to notify the EHB is a violation of Monterey County Code, Chapter 15.20, and may result in additional fees.

It is the responsibility of the property owner or the owner’s applicant to provide the installer of the OWTS with a copy of the OWTS permit. The OWTS installation must be completed by a contractor licensed by the California State Contractor’s Board to install onsite wastewater treatment systems. The design specifications indicated on the permit and all Special Conditions appearing on the permit must be followed unless prior authorization is obtained from an Environmental Health Bureau Specialist.
