Environmental Status:

Environmental Impact Report (EIR) - 2nd Revised Draft EIR to address court findings

Project Description:
  1. Carmel Valley Master Plan Amendment, Policy CV-1.27;
  2. Rezoning from Public/Quasi-Public to Medium Density Residential (1-5 units per acre)
  3. Combined Development Permit consisting of:
    a) Vesting Tentative Standard Subdivision.  Subdividing 76 acres, including; 24 acres of mixed used neighborhood residential (118 single family lots and 12 condominiums), 40 acres of Open Space, 2 acres of community park, and 12 acres of common areas;

    b) Combined Development Permit consisting of:
    1)  Planned Unit Development to create 130 residential units consisting of single-family dwellings, half-plexes and condominiums and including parks, trails and open space/habitat preserve areas, and develop public facilities and install infrastructure; project includes grading of up to 220,000 cubic yards of soil;
    2) Use Permit for development in the Carmel Valley Floodplain; and
    3) Use Permit for Tree Removal.
Key Dates:

February 2004: Project applicant first proposed a residential development project at the project site;

August 2006: Notice of Preparation published;

January 2008: Draft EIR prepared for a 281-unit residential development project;

October 2010: Board of Supervisors certifies EIR and adopts 2010 Monterey County General Plan Update, including Carmel Valley Master Plan;

February 2013: Amendments to Carmel Valley Master Plan per Settlement Agreement with CVA on 2010 General Plan Update;

June 2016: Recirculated Draft EIR prepared for the 281-unit project; it includes a side-by-side analysis of a 130-unit alternative and addresses compliance with the County’s updated General Plan and Carmel Valley Master Plan, which were updated while the project was on hold;

November 2016: Final EIR prepared for the 281-unit project;

December 2016: Board of Supervisors certifies EIR (SCH #2006081150) and approves the 130-unit alternative;

July 2018: Monterey County Superior Court rules that the EIR project description and alternatives analysis was legally inadequate in Carmel Valley Association, Inc. v. County of Monterey, et al. (Monterey Superior Court case no. 17CV000131). (The decision is stayed pending appeals and cross-appeal at the Court of Appeal);

June 2020: This Second Revised Draft EIR modifies the 2016 EIR’s project description and alternatives analysis to address the 130-unit alternative as the Proposed Project and to include new alternatives.
